The Land Transportation Office (LTO) has announced that the 15-hour Theoretical Driving Course is free at LTO Driver’s Education Centers.

Under Memorandum Circular No. 2019-2176, the 15-hour Theoretical Driving Course is one of the requirements implemented by the LTO before one could get a student permit.
