The Department of Information and Communications Technology (DICT) announced its support to the Department of Public Works and Highways’ (DPWH) move to allow telecommunications companies to use a portion of the government’s Right of Way to improve the connectivity services.

This will help telcos and ISPs build infrastructure that should improve the internet and other connectivity services in the country.

The DPWH issued Department Order No. 29 last March 23, 2021, which tones down the restrictions on telcos that wants to build ICT infrastructures along national roads.

Under the D.O. 29, telcos and ICT companies are allowed to “construct and undertake excavations and/or restoration work for ICT Infrastructure Projects within the allowable ROW limits of the national roads”.

In a statement, DICT secretary Gregorio B. Honasan II expressed their department’s full support of DPWH’s initiative as the need for internet connectivity services has greatly increased during the public health emergency.

Honasan added that the initiative would hopefully address internet services issues in the country, such as reliability, congestion, and limited coverage.

The application to use government ROW will only last for three years (2024) after being approved.

Last year, the DICT, Anti-Red Tape Authority (ARTA), and other government agencies had made it easier for telcos to construct common cell towers as part of their ongoing initiative to improve the internet situation in the Philippines.
