Reports suggest that child pornography has almost doubled in the previous months. With that, Philippine President Rodrigo Duterte and his Cabinet members want to sanction telcos that have failed to stop the spread of said malicious videos.
A report reveals that transactions relating to online sexual exploitation grew from 19,000 to 47,937 last 2020. That’s the time when the Philippines went under extreme quarantine restrictions. As per secretary Karlo Nograles, the median age subjected to these transactions are 11 years-old.
With this, the president’s and cabinet members had a meeting last Monday, January 11, 2021, and has directed the National Telecommunications Commission (NTC) to impose sanctions to internet service providers (ISP) as they fail to fulfill their duties in complying with the Republic Act 9775 or the Anti-Child Pornography Act of 2009.
The said duties include notifying lawmakers immediately that their internet services are being used for child pornography. They should also provide authorities with details on users involved and immediately blocking access to the materials.
Moreover, the cabinet also wants lawmakers to prioritize the passage of bills that would exempt trafficking culprits from the anti-wiretapping law.

Also, broaden the membership of the inter-agency council on child pornography. Plus, increase the strength of the inter-agency with extra funding and plantilla positions.
Lastly, impose an obligation on ISPs and tourism establishments as part o the campaign to end child pornography.
