The Land Transportation Office (LTO) has submitted a draft of guidelines to the Department of Transportation (DOTr) that requires e-scooters and e-bikes to be registered and the owners to have a license.
The DOTr, in turn, is currently drafting a memorandum circular on the operation of electric-powered vehicle. Once the memorandum is approved and published, the LTO will begin implementation.
According to LTO chief Edgar Galvante, the Republic Act 4136 states that all drivers need to have a license and their vehicles must be registered no matter how the vehicles are powered.

The submitted draft guidelines also specify on which type of roads the e-scooters and e-bikes can travel, depending on the size of these vehicles. Traveling along public roads will also involve the use of protective attire.
While restrictive, the guidelines for operating e-scooters and e-bikes are meant to protect the well-being and safety of commuters on the road according to the LTO chief.
