The new trains consist of 3 locomotive and 15 passenger coaches, which are part of the PNR Management strategy of re-fleeting in 2018. The delivery of the new trains completes the 37 cars and 3 locomotives procured in 2018.

PNR GM Junn B. Magno said that the re-fleeting project will increase PNR capacity to carry passengers with a capacity of 1,250 per set per trip and a maximum design speed of 120 Kph. To set these apart from the current train sets of PNR, GM Magno said this new diesel-hydraulic locomotive has a water wading capacity of 18 inches.
