The Philippine Statistics Authority (PSA) has announced that it is proceeding this month with the second registration process for the national ID, also known as the Philippine Identification System (PhilSys).
Step 2 is the submission of supporting documents needed for registration, as well as the capture of biometric information such as fingerprints and iris patterns. Eligible participants will be the 10.5 million individuals who finished Step 1, which involved appointments and the collection of demographic data.
The PSA will slowly roll out registration centers for Step 2, starting at San Pablo City, Laguna. It will then expand to Bataan, Batangas, Cavite, Rizal, Zambales and more provinces over the coming weeks and months. Registrants have until April to complete Step 2.
Amid the global health issue, and especially considering reports of new strains of the virus, the PSA also says that it will be strengthening its registration protocols so as not to risk the health and safety of the registrants.
Per Republic Act 11055, the national ID is intended as a unified system to identify citizens and resident foreigners in the country. It will serve as a foundational ID to streamline proof of identification for various government and private transactions, although it will not completely replace other existing IDs
