The project coincides with the Bayanihan as One Act which Philippine President Rodrigo Duterte signed into law last September 11.

On top of the Php 3 billion budget, Campos also claims that the National Expenditure Program for 2021 includes another Php 309 million that will be utilized for the creation of password-free internet networks in SUCs via the Department of Information and Communications Technology.

As per the Commission on Higher Education, only 20 percent of all existing SUCs are geared to do online classes.
