The big three of the airline industry in the Philippines have resumed their flights as soon as Metro Manila was placed under the General Community Quarantine (GCQ) last June 1st.

The reopening of the Ninoy Aquino International Airport (NAIA) paved the way for Cebu Pacific, Philippine Airlines, and AirAsia Philippines to accept bookings on the airport and via their apps & websites.

Here are some guidelines that you show know before booking a flight for regions under GCQ and MGCQ throughout the country. Take note that the Department of Transportation (DOTr) has permitted local and international flights for essential travels only and not for leisure or vacation purposes.

Permitted type of flights during GCQ

All flights are subjected to the approval of the Inter-agency Task Force (IATF) on Emerging Infectious Diseases and the Bureau of Quarantine. In addition, a traveler must secure a medical certificate from their nearest health center or hospital plus a travel authority from the local municipal office or police office.

  • Military and government official flights
  • Medical supplies or emergency flights that need air ambulance
  • Media personnel and Weather Forecast flights — those who are working for media companies and weather stations of PAG-ASA are authorized to travel as they are considered as authorized persons outside residence & authority.
  • Utility and maintenance flights — company employees who are responsible for technical and disinfection duties can travel via air as they are considered as part of the skeletal workforce.
  • Seafarers & OFWs with clearances from the IATF — each must secure a BOQ certification, arrival stamp on the passport, and OFW or any government-issued ID with their permanent address.
  • Local stranded Filipinos & Balik Probinsya Program participants — Filipinos stranded inside Metro Manila who became unemployed or lost their residence during the quarantine can apply for a voluntary relocation back to their provinces. They can apply through their nearest barangay office or any local government unit office.
